Vault protocol
- Reports are held in the secure vault and are not public upon submission.
- Moderators review evidence for provenance, authenticity, and source quality.
- Reporter identity is never published with a public listing.
Approval gate
Reports enter a moderation queue. I approve public listing only when evidence is sufficient and reviewable.
Receipts or it stays private.
